１９９３年２月２６日、ニューヨークの世界貿易センタービルの駐車場にあった１台のバンが爆発、６名の死者が出る。ＦＢＩのテロリズム対抗措置専門家であるジョン･オニールはパキスタンに逃亡した容疑者ヨーセフを逮捕するが、ヨーセフはイスラム原理主義者の過激派と関係があり、オニールはオサマ・ビンラディンが黒幕ではないかと疑う。１９９８年、ＦＢＩはオサマ・ビンラディンを逮捕し、アメリカで裁判にかけようと立案。だが、アメリカ政府はなかなかその計画に許可を下ろそうとせず…。
