手の込んだ細工による放火で、ある女性が自宅で死亡する。連続殺人者の犯行を疑ったレッドは、捜査への協力を求めるため収監中の放火犯 アール･フェイゲンの元へ特別作戦チームを送る。フェイゲンには仮釈放の審査が迫っていたため、彼に有利な証言をすることを条件に捜査に協力させることになった。
