地下鉄で爆弾事件が発生し、20名の死者が出る。ブリスコーたちが全国犯罪情報センターに容疑者の似顔絵を送ると、ボルティモア市警のペンブルトンとベイリスがNYにやってくる。5年前、同様の事件がボルティモアの教会で起こり、いまだ未解決なのだ。しかし捜査協力を拒まれたペンブルトンたちは、仲間のマンチと共に独自に捜査を進める。
