ハーモンは新たにJAGに加わったバド・ロバ－ツ中尉を部下に、海兵隊から派遣されたサラ・マッケンジー少佐と共に、独立宣言書強奪事件を捜査する。しかし国務次官の特別補佐官のウェッブがやってきて、捜査を仕切り始める。ウェッブは、元海兵隊大佐オハラの率いるミリシャ・グループに容疑をかけていた。そんな中、オハラ大佐から5億ドルで独立宣言書を返す、との連絡が入る。…実は、オハラ大佐はマックの叔父だった・・・。
