トルコ大使館の武官ベルース・ハッサン大佐殺害の罪で海軍少尉エリザベス・レーンが起訴される。彼女は正当防衛を主張するが、軍は内密かつ迅速に彼女を処分しようとする。事件の記憶があやふやなレーンだが、マックとハーモンは彼女の正当性を信じ始める。一方、ハッサンの前任者がスパイ容疑で本国に送還されていることが判明。大使館員をスパイ容疑で起訴することはできないが、正当防衛を主張しレーンを無罪にしようと試みる。
