サンパウロ行きエイビアス航空514便が離陸した直後、思いつめた表情のショーン･ウォーカーは座席を立ち、コクピットのほうへ向かうと、拳銃を取り出す。その８日前、ショーンは恋人のレイラとカリブ海の船旅を楽しんでいたが、海で溺れていたビッキーという名の女性を救出した翌日にレイラが船から忽然と姿を消し、ショーンたちが乗船した記録すら残されていないことが判る。飛行機に乗り込んだショーンは乗務員に銃を突きつけ、機長と話がしたいと要求する。その狙いは？果たしてショーンの運命は…？

一方、アメリカ大統領イーリアス･マルティネスは、政府の閣僚らが猛反対する中、アラスカ州の収容施設に拘束されているある一群の収監者たちを釈放する声明を出そうとしていた。“彼ら”のリーダーは謎の女性ソフィア。歴代大統領にすら明らかにされてこなかったというその問題の施設には、いかなる秘密が隠されているのか、そして“彼ら”はいったい何者なのか…。
