テリーとヒルディは、サンフランシスコの街中で突如始まった銃乱射事件に遭遇する。スクールバスの中で、2人の生徒が銃を乱射したこの事件は、大勢の死者を出した後で、乱射犯の1人は確保されるも、もう1人は逃亡。サンフランシスコ市警は、この史上まれに見る大規模な銃乱射事件を収束させなければならない。
