ビーチに打ち上げられた、海軍中佐ファレルとドラッグディーラー2人の射殺遺体。地元警察は中佐が麻薬密輸に関っていたと決めつけ、ニュースでもそう報道されてしまう。しかしギブスが調べてみると、ファレルは下町貧困層の若者たちのためボランティア活動に打ち込む誠実な人物であり、麻薬で荒稼ぎしていたとは思えない。
