大規模なライブ会場で想定されるテロ攻撃のシミュレーションに参加し、犯人役として会場に乗り込むアビー。しかし、アビーが持ち込んだ風船には数百人を殺せるだけの猛毒が仕込まれており、ダミーとして使用される予定だった爆弾も本物であったことが判明。テロの容疑者として逮捕されたアビーが事の釈明をする一方で、想定し得るテロ攻撃のシナリオが記された戦略マニュアルが国土安全保障省から盗まれていることが発覚。ハッキング元がニューオーリンズであることから、ギブスたちはNCISニューオーリンズ支局に捜査の協力を求める。
