アメリカ海軍兵が関わる事件を扱う海軍犯罪捜査局(Naval Criminal Investigative Service)、略称NCIS。ワシントンD.C.本部の特別捜査官リロイ・ジェスロ・ギブスは、元殺人課の刑事で陽気なタフガイ捜査官アンソニー・“トニー”・ディノッゾ、ユーモアあふれるベテラン検視官のドナルド・“ダッキー”・マラード、ゴシック系ファッションのマルチな科学捜査分析官アビゲイル・“アビー”・シュートらの捜査チームを率いている。卓越したリーダーシップでチームを引っ張るギブスを中心に、彼らは米海軍内で起こる殺人や誘拐、時にテロリストやスパイが絡んだ大事件など、様々な難事件を巧みなチームワークで解決していく。
