ジョシュは海外援助法案の多数派工作に奔走する。上院は投票をその日の夜に控えても50対50のまま動かず、世論調査では国民の半数以上が海外援助額は多すぎる、削減すべきだと考えているという結果が出ており、ホワイトハウスは劣勢に立たされていたのだ。一方ある講演会場の外で、演説後の大統領を待ち構えていた群集の中から、１人のヒスパニック系の女性がチャーリーに手紙を渡す。ゾーイの新しい恋人ジャン・ポールから、「君の仕事は大統領の郵便物の仕分けか」と言われたチャーリーは、いいところを見せようと考え、その手紙に対処しようとする。
