バートレット大統領の再選で、ホワイトハウスが祝賀ムード一色に包まれる中、サムがホートン・ワイルドの代わりにカリフォルニア47区の特別選挙に出馬するという衝撃的なニュースが伝わる。サムはスタッフたちに、ワイルドの奥さんのために名前を貸したと言い訳し、大統領にも形だけの出馬だと弁明する。ドナが票を交換したジャック・リース少佐がホワイトハウスへ転属になり、ドナはジャックを割り当てられたオフィスへ案内する。なぜリッチーに投票するつもりだったのかと、理由をしつこく聞き出そうとするドナに、ジャックは、バートレット大統領がペンタゴンの予算を削減しようとしていることを挙げる。
