ボルティモア市警察殺人課の“はみだし刑事”マクノルティは、担当事件でもないのに麻薬売人組織の一員ディアンジェロの裁判を傍聴。脅迫された証人が証言を翻したため無罪放免となったことに関して、警察内の指揮系統をすっ飛ばして実情を判事に打ち明けたため、直属の上司に睨まれて、他の刑事たちが敬遠していた「特別捜査班」に転属される。彼は監視と盗聴こそが、この捜査の成功をもたらす鍵であると訴える。
