特別捜査班のマクノルティたちは廃虚の死体遺棄事件に絡み、この１年マルロたちの動きを２４時間監視していた。だが用心深いマルロに振り回され、成果は全く上がっていなかった。ボルティモア警察は大幅な予算削減により、時間外手当も支給されず、車両整備もままならない状態だった。学校の赤字問題のしわ寄せが警察に及んでいたのだ。新市長の下、待遇改善を約束されていた警官たちは不満をつのらせ、やる気を失っていた。
