ボルチモアで移民帰化局が倉庫に突入、ベトナムから密入国してきた少女たちとともに、海兵隊少尉バオ・ヒエン少尉が拘束される。少尉は倉庫には盗みに入っていたのだと供述するが、ベトナム移民としてアメリカで苦労して育ち、海兵隊で数々の勲章を受けて出世してきた少尉が突然つまらない盗みに手を染めるとは思えず、ハーモンはターナーとともに捜査に乗り出す。一方、JAGには海軍長官の命のもと、リンゼー中佐が乗り込んでくる。リンゼーはJAGの指揮系統や仕事のあり方がおかしいと次々に勝手な指摘を続け、ハーモンに「JAGをバラバラにしてやる」と宣言する。
