陸軍のブルーチームと海軍のレッドチームで図上演習が行われた。レッドチームを率いたのは海兵隊で"危険人物"とされているウエスト少将。レッドチームは通常の演習の例に反し、敵役にもかかわらず勝利を収めてしまう。それに対し演習の統裁官であった陸軍のマンザレク中将はウエストの行動を非難。反目関係にあったマンザレクとウエストは決定的に対立し、ウエストは軍法会議にかけられることとなる。
