テロリスト、ファードが持つミサイルの行方を追うハーモンとマック。農家で飛行機を借り、ファードを追いかけるがファードの手下に撃たれ、飛行機は森に墜落する。意識を失っていたハーモンが目を覚ますと、マックがトラックに乗って現れる。二人はCIA南米支部長ハーディーに事情を聞くためシウダー・デル・エステに向かい、彼の秘書エレーナからテロリストへ情報が漏れていたことを聞く。探りを入れるためマックがエレーナに近づくが…。
