トルコ船籍の輸送船にフィリピンを拠点とするテロ組織「アブ・サヤフ」のメンバーが乗り込んでいるとの情報を得て、監視任務についたNCISチーム。船内でギブスと潜入捜査官のガリブが話していた時、突然大爆発が発生。重傷を負ったギブスは救急病院へ搬送される。
