一般教書演説から三時間後、シチュエーションルームでは、コロンビアの解放戦線に捕らわれた麻薬取締官五人の救出プランが話し合われている。無線傍受によって人質が今いる場所から解放戦線の司令部へ移されるという情報が入り、その途中を狙って救出活動を行うことになる。交渉の成り行きを見守るべきだとの助言を退け、大統領は救出作戦にゴーサインを出す。
