トビーは教育省の初等及び中等教育担当次官候補に、レオの妹で、アトランタで教育委員長を務めた経験もあるジョセフィーンを入れたいと考える。アメリカでは公立学校で祈りを捧げることが基本的には禁じられており、トビーはこの問題の是非を問う議論を起こすためには野心的で反宗教的な立場を取っているジョセフィーンが適任だと考えていた。中国からやってきたキリスト教徒の難民が、宗教亡命を求める。中国政府は強制送還を望み、アメリカ国内のキリスト教団体は亡命を認めるべきだと主張し、移民帰化局は現行法の範囲内で処理すべきだと主張する。
