インド洋沖で上陸演習をしていた空母ガダルカナルの混成部隊が大波にのまれ、ベヌート少尉が溺死する事故が起きた。悪天候の中、艦長の中止勧告を押し切って、1時間開始を遅らせただけでその演習を決行したラズリー少佐を職務怠慢と過失致死で起訴されることになり、ラズリーの弁護の担当になったハーモンがガダルカナルに乗りこんでくる。演習を決行した自分の判断はあくまでも正しく、自分に非はないと言い張るラズリーに、ハーモンはまず事故の原因を究明し、ベヌート少尉の過失を指摘しなければ有罪になると主張。すると、ラズリーは民間の弁護士カリスキーを呼び寄せ主任弁護士に指名する。
