台湾海峡上空で偵察飛行中のEP3に中国のミグが激突。ダメージを受けたEP3は中国の福州基地に緊急着陸し、クルーの身柄とEP3は中国の手に落ちる。ハーモンは海軍長官の命を受け、すでに引退していたブーン少将とともに中国へ赴く。ブーン少将とは旧知の仲のチェン将軍に、クルーの身柄とEP3 の引き渡しを求めるが、チェン将軍はアメリカの領空侵犯を責めるばかりで要求に応じようとしない。このままではEP3の機密が奪われてしまう。
