バートレット大統領最後の一般教書演説の翌日、レオがホワイトハウスに復帰する。みんな歓迎ムードだが、次々に問題が起き誰もレオとゆっくり話す時間がない。誰もが前夜の演説を賞賛する中、レオは昔の演説のテープを見始める。ボリビアで、民間の軍事会社からコカ畑壊滅作業のため派遣されていた作業員8名が捕まってしまう。有力な次期大統領候補は反アメリカの社会主義者のため、ボリビアの現政府も救出に及び腰。アメリカも場所が特定できるとは限らず、ホワイトハウスでも解決策が見つからないまま、ケイトやCJは振り回される。
