最初で最大のスーパー・チューズデーを間近に控え、サントス陣営は、全米最大のヒスパニック系団体の一つである「ラ・パラブラ」の応援を得るべく、カリフォルニアへ向かう。その矢先、カリフォルニアの州議会で、不法入国者に対する運転免許の発行を禁じる法案が可決される。サントスは、「ラ・パラブラ」の代表ガルシアと会うが、運転免許法案に反対の意を表明することを求められて拒否したために、応援を断られてしまう。さらに追い討ちをかけるように、選挙資金が底をつきかけていることが判明する。
