女性問題のスキャンダルで辞任したホインズ前副大統領が本を出版。その宣伝のために出たテレビ番組で政界へ復帰したいと語る。そのホインズに、ジョシュは呼び出される。 その前日、中国で行われる米中首脳会談の準備を進めるスタッフたち。CJが責任者をジョシュに任命。ジョシュは、党からの要求も取りまとめ、中国行きを楽しみにしていた。そんな時、バートレット大統領が台湾独立運動の旗を受け取ったことが発覚。不快感を示した中国側は、首脳会談の歓迎式典を天安門広場で行うと言い出す。
