レストランで爆破事件が発生。政府の役人と銀行家たちの昼食会のテーブルに爆弾が仕掛けられ6人が死亡する。ウィットブルック・バルシーユ銀行の役員も死亡し、この銀行のCEOリチャード・バルシールが市長と懇意なことから、警備責任者が捜査に参加する事になる。その担当者というのがなんとレストレードだった。
