子供を対象とした犯罪を専門で追っているＣＡＣＵ班のリーダーでＢＡＵのＯＧでもあるコールが、ある日ＢＡＵを訪れる。１年前にインターネット上で拉致が確認された幼い少年ピーターの画像が、あるサイトに再び現れたのだ。ＢＡＵはＣＡＣＵに協力し、ピーターの発見と犯人逮捕に乗り出す。ピーターの画像にはオークション時計がつけられ、残り時間が18時間を切っていた。
子供たちに何をするかによって、その社会のモラルを計ることができる。
